Pennsylvania passed the Electricity Generation Customer Choice and Competition Act in 1996 to encourage market competition with the emergence of retail electric providers (REPs)—a similar act deregulating natural gas followed in 1999. In 2017, renewable energy accounted for 4.5% of the state’s net electricity generation, however the state requires that 18% of electricity sold by 2021 come from renewable sources.
